Universities in Britain with lower IELTS requirements
Most UK universities offer English language courses in the summer before degrees begin (Pre-sessional courses). They are for international students whose IELTS level does not meet the course requirement (usually 6.5). However, most universities will require that you re-take the IELTS test at the end of the course.
There are some universities that will guarantee you can begin your degree course if you can complete the English course and therefore you will not need to re-take IELTS.

For example The University of Kent offers the following:
If you have IELTS 5.5 and require 6.5 you take (and pass) a 12 week English course (2,400GBP)
If you have IELTS 6.0 and require 6.5 you take (and pass) a 6 week English course (1,200GBP)
