1. You will need to apply in Wuhan, but if you live in another city then you will be able to apply in the nearest UK Visa Centre to that city
2. Are you going to the UK to study at university? If so you will need to take IELTS before. If you are going to simply learn English you do not have to have taken the IELTS exam.
3. The Visa application usually takes 5 working days but it can take longer (17 working days). You cannot apply earlier than 3 months before you will go to Britain
4. The Student visa fee is 1580 RMB. To study in the UK for one year you usually need around 225,000 RMB but it depends on you what course you will study.
