You can apply for your UK visa by using a loan from the Bank of China.
The official advice from the British Consulate General in Shanghai, Visa Section, is that you can try.
However it is very difficult to get a visa this way. It is much better for your application if you can apply using funds from your family.
The problem with Bank loans is that it is possible for people to use it to go to Britain and when they are in Britain they stay to work and pay off the loan from the UK. Obviously this is not allowed and it is very difficult for you to prove to the visa officer that you will not do this.
